What we checked (31 Oct 2026). Pavilion88 (also “P88”) is a Malaysia-facing casino that HotStakes lists. We checked the domain our listing opens, pav88.fun, and its sister domains p88.cool and pavillion88.org: the licence claim against the Curaçao regulator’s register and PAGCOR’s public notices, the public pages, complaint sites, the terms, the domain records and the payment methods shown.
What we found. The site says it operates under a Curaçao master licence “#1168/JAZ” held by “Gaming Services Provider N.V.” and shows a Gaming Curaçao seal. The seal only links back to the site, the master-licence system it refers to no longer exists, and nothing on the page lets us tie pav88.fun to the “Moon Technologies B.V.” entry in the Curaçao Gaming Authority’s register. PAGCOR lists “pavilion88” among websites using its logo without permission, and Casino Guru rates the licences as fake. There is no public terms page and no public game lobby; games open only after you register. We found no withdrawal complaints, which is why the payout score is not zero. The site is part of a group of look-alike brands (A66, Alpha66, CYL88, Taxi666, MB8 and others), several of which are also on PAGCOR’s list, and it asks visitors to “save these domains” because addresses change.
What readers should do. Score 31/100: avoid. A brand that publishes no terms and no verifiable licence gives you nothing to rely on if a withdrawal is refused. If you already have money there, withdraw what you can and keep screenshots of every transaction. Pavilion88 is welcome to reply with a licence number and company name that can be checked on a regulator’s register; we will add any reply here and re-check.

| Licence | 0/20 | pav88.fun says P88 is 'Registered by Moon Technologie. Regulated & Licensed by the Government of Curacao and operates under the Master License of Gaming Services Provider, N.V. #1168/JAZ'. The 'GC Gaming Curaçao' seal is a plain image that links back to the site itself, not to a regulator validator. The old Curaçao master-licence system has been replaced by the Curaçao Gaming Authority; its online-gaming register (20 Oct 2026) lists a 'Moon Technologies B.V.' (OGL/2023/111/0069) but lists no domains, and pav88.fun shows no cert.cga.cw seal that would tie this domain to that licence. PAGCOR's public notice lists 'pavilion88' among websites using the PAGCOR logo without permission. Casino Guru also rates the site's licences as fake. Claimed but not verifiable for this domain: 0. source source source source |
| Clone games | 10/20 | There is no public game lobby: the site opens on a registration form and games (JILI, Pragmatic Play, Kiss918, Mega) are only reachable after creating an account, so we could not inspect the game frames (31 Oct 2026). source |
| Payout reports | 10/20 | HotStakes has 0 visitor reports. Casino Guru found no relevant complaints (safety index 3.8/10, 'low'). We found no withdrawal complaints on forums. Not on Bank Negara Malaysia's Financial Consumer Alert list. However, the brand appears on PAGCOR's 'reported websites' notice, which we count as a regulator warning, so 10 rather than 20. source source source |
| Trap terms | 5/15 | We found no general terms and conditions page on pav88.fun (31 Oct 2026); Casino Guru also reports 'No General T&Cs were found' and flags a clause that treats common bonus-hunting strategies as a serious violation. Casino Guru lists withdrawal limits of MYR 30,000 per day and MYR 900,000 per month. The site advertises 'free credit 365 days', which usually comes with turnover rules that are not published. source source |
| Website facts | 3/10 | pav88.fun was registered on 24 Jan 2022 and pavillion88.org on 29 Jul 2023, both with the owner hidden. A pop-up tells visitors to 'save these domains' (p88.cool), and the footer links a network of sister brands (a66.space, a66.city, alpha66a.xyz, cyl88a.xyz, taxi666.info, mb8.network, crown99.store, wz66.co, ra88.co, starbucks88a.store). Several of those brands (alpha66, a66.today, cyl88.online, taxi666.online, mb8my.com) are also on PAGCOR's reported-websites notice. 'Moon Technologie' is named but no address is given. Contact is by Telegram and live chat. source source source source |
| Payment safety | 3/10 | The public footer shows Bitcoin, USDT, Ethereum, FPX, Touch 'n Go, Boost, GrabPay, DuitNow, Visa, Mastercard, VPay, ThunderPay and ZPay. No deposit address is shown before registration, so the HotStakes USDT address check could not be used. The sign-up form asks that your name match your bank account name. source source |
| HotStakes test | 0/5 | HotStakes lists Pavilion88 with a direct link (lobby-checked only). Not tested by HotStakes with a real deposit and withdrawal. source |
